[openssl-users] Using TCP Fast Open with OpenSSL

The TCP first-flight data will be the TLS ClientHello message.  This saves one round-trip on repeat visits:

    C: SYN + TFO-COOKIE + TLS ClientHello
    S: SYN-ACK
    S: ACK + TLS Server Hello ...
    ...
