Error with ciphers -V 'ALL:COMPLEMENTOFALL'

Could it be something as simple the Windows shell passing the "'"
charaxcters as part of the value?  Do double-quotes, or no quotes work
better?

On a Unix system:

    $ openssl ciphers -V "'ALL:COMPLEMENTOFALL'"
    Error in cipher list
