FYI, the publishers Feisty Duck contacted me to tell me that their 
OpenSSL Cookbook has just been released under the Creative Commons 
Attribution-NonCommercial license:

I think they are looking for people to help translate it and they tell 
me that: "If there is anyone in your community who might be interested 
in translating the book, we can help by providing a Doc Book version."
