Windows WSAPOOL Timeout Not Accurate when dtls 1.2 is enabled

a)Openssl version used is 1.0.2zf
b)The application is running on Windows 2016 server

Am seeing a weird problem,

i)With Application having only dtls 1.0 support => WSAPOOL timeout is
happening correctly with the timeout value mentioned(have configured it for
10 milli seconds), so every 10 milli seconds WSAPOOL breaks fine as
expected(in the meantime if something is received from network, it breaks
as well).
ii)With Application having dtls 1.2 support => WSAPOOL timeout is not
happening correctly, i have configured timeout value as 10 milliseconds ,
but it is timing out sometimes after 2 seconds, 4 seconds, 5 seconds.


Please kindly let know why am i seeing such a difference, Please kindly let
know if any more details is needed.
