OpenSSL 3.0.9 : error: 'SSL_CTRL_GET_IANA_GROUPS' undeclared

There is no SSL_CTRL_GET_IANA_GROUPS in ssl/s3_lib.c on line 3905.

You are building something else than openssl-3.0.9.tar.gz sources.
