Missing "include/openssl" in the latest tarballs

Hello,

the latest tarballs openssl-0.9.8zh.tar.gz, openssl-1.0.0t.tar.gz,
openssl-1.0.1q.tar.gz, openssl-1.0.2e.tar.gz (re-released versions)
are missing all the public header files in "include/openssl".
The older releases (0.9.9zg, 1.0.0s, 1.0.1p, 1.0.2d) where ok.

This seems due to commit 27f98436b9a84b94fbdd8e32960504634ae44cc0,
where some stuff in "Makefile.org" got rearranged. All entities named
"openssl" are excluded from the tarballs which unfortunately hits the
foldername of the public header files.

Another but minor consequence of this change is that many
".cvsignore" files are now included in the tarballs.
They where excluded previously.

Please fix and re-release again.
