    ECDH downgrade bug fix.
    
    Fix bug where an OpenSSL client would accept a handshake using an
    ephemeral ECDH ciphersuites with the server key exchange message omitted.
    
    Thanks to Karthikeyan Bhargavan for reporting this issue.
