Build Update for openssl/openssl
-------------------------------------

Build: #26787
Status: Still Failing

Duration: 20 mins and 38 secs
Commit: 5844102 (master)
Author: Rich Salz
Message: Don't complain if function name doesn't match

The "function" argument is now unused in the XXXerr defines, so mkerr
doesn't need to check if the value/name match.
