Build Update for openssl/openssl
-------------------------------------

Build: #33999
Status: Failed

Duration: 33 mins and 16 secs
Commit: ae6b654 (master)
Author: Richard Levitte
Message: TEST: make and use a fipsinstall script

We have copies of the exact same fipsinstall call in several test
recipes. This refactors those calls into a single simple script.
