[GitHub] openssl has been removed from the OpenSSL Software Services enterprise

The openssl organization has been removed from the OpenSSL Software Services  enterprise.

The following changes have been made:

- Billing, identity management, 2FA requirements, and other policies are no longer governed by the OpenSSL Software Services  enterprise.
- The organization has been downgraded to the free plan.
- The organization is now governed by our standard Terms of Service.
- Any internal repositories within the organization have been converted to private repositories.
