[openssl-dev] [openssl.org #3505] rewrite c_rehash in C

Find attached first draft of patch that adds it as openssl 'app'.

This is against latest stable release, but should be easily ported to
master. I can also rebase in future against the git branch of choice.

Please review. I might have also missed something when modifying the
build system changes, as I'm not fully familiar with it yet.
