[openssl-dev] Patch for CRL-Times in "openssl ca"

Hi,

I'd like to specify the start and end times for the CRLs generated with 
"openssl ca". I prepared a patch and created a Github Pull-Request 
(https://github.com/openssl/openssl/pull/258). Is there anything else, I 
can do to help that this change is incorporated into the official 
openssl source code?
