check_issuer() is a function pointer in the X509_STORE and
X509_STORE_CTX structure.

X509_STORE_CTX_init() sets this to the X509_STORE version, or
defaults to X509_STORE_CTX_get1_issuer().

X509_STORE_CTX_trusted_stack() will set it to get_issuer_sk.

I don't see a way to set any other function.
