I was unaware of 2501. But that’s fine by me… however, why hasn’t 2051 been applied to the code?

Why did you open a new RT when <http://rt.openssl.org/Ticket/Display.html?id=2051> already exists and has for ages?  I would suggest RT3717 be marked as a duplicate of 2051.
