[openssl-dev] [openssl.org #4328] Cygwin, self test and "./bctest: line 35: bc: command not found"

Working on Windows under Cygwin-64:

  $ make test
  ... running bc
  ./bctest: line 35: bc: command not found
  bc does not work properly ('SunOStest' failed). Looking for another bc ...
  No working bc found. Consider installing GNU bc.
  0 tests passed

I'm reporting it because of the reference to "'SunOStest". It appears
there's some logic involved that identifies the platform.
