This works.
Code compiles fine now, using openssl-1.0.2h.tar.gz and openssl-fips-ecp-2.0.10.tar.gz, and all FIPS self-tests complete with 0 errors.

Another possibility is to add .weak directives to sparccpuid.S so that
linker can tolerate multiple symbols.
