OK, so I'm clear.... there's nothing to patch because the commit
already occurred. Is that correct?

If so:

gcc -DDSO_DLFCN -DHAVE_DLFCN_H -DOPENSSL_THREADS
-DOPENSSL_NO_STATIC_ENGINE -DOPENSSL_PIC -DOPENSSL_BN_ASM_MONT
-DSHA1_ASM -DSHA256_ASM -DSHA512_ASM -DVPAES_ASM -DECP_NISTZ256_ASM
-DPOLY1305_ASM -DOPENSSLDIR="\"/usr/local/ssl\""
-DENGINESDIR="\"/usr/local/lib/engines\"" -Wall -O3 -pthread
-Wa,--noexecstack -fPIC -Iinclude -I. -Icrypto/include -c -o
crypto/ec/ecp_nistputil.o crypto/ec/ecp_nistputil.c
gcc -E  crypto/ec/ecp_nistz256-armv8.S > crypto/ec/ecp_nistz256-armv8.s
crypto/ec/ecp_nistz256-armv8.S:1:22: fatal error: arm_arch.h: No such
file or directory
 #include "arm_arch.h"
