[openssl-dev] [openssl.org #3509] Bug: RANDFILE environment variable not honored when RANDFILE is set in config file

Sorry for the delay in responding. The syntax $ENV::foo means use the config
file value for "foo" if getenv("foo") returns NULL.
So, this is workng as designed (and at least in 1.1 as documented)
