[openssl-dev] Work on a new RNG for OpenSSL

We are starting to work on a new cryptographically strong pseudo random number generator for OpenSSL, known as CSPRNG or PRNG or RNG.

Please take a look at GitHub pull request https://github.com/openssl/openssl/pull/3758 which is the start of a series.  In particular, please take a look at some detailed comments from one of our committers, at https://github.com/openssl/openssl/pull/3758#issuecomment-310938562, and the followon.
