[openssl-project] release tools now in the 'tools' repository

We have cleaned up and posted the release tools as part of the tools repository.  Thanks to Richard Levitte for a great deal of feedback and review.

I had thought someone opened an issue for this, but I can’t find it; anyone else remember?
