[openssl-project] triaging issues for 1.1.1

I expect to have some time soon to start triaging github issues as
(non-)relevant for 1.1.1.  For isues that are relevant, the 1.1.1
label seems like the right indicator; how should we indicate issues
that are not relevant to 1.1.1?  The '1.2.0' or 'hold' labels could
be used, but it's not entirely clear that either is the best choice.
