OTC

The changes to the project bylaws to introduce the OTC concept have now
been approved, and the relevant updates pushed to the website. A few of
our other policies need a bit of adjustment to reflect the new by-laws.

We'll need a new vote to make these changes, so please provide any
feedback asap so we can press ahead with that.
