SM2 asymmetric encryption

I realised I forgot to report back on the results of this vote.
Subsequent to the vote starting we actually implemented this anyway, and
therefore we unanimously decided to vote this proposal down:

For: 0, Against: 7, Abstain: 0, No vote: 0
