Hacktoberfest

There has been a request in #13172 <https://github.com/openssl/openssl/pull/13172> to tag the PR for Hacktoberfest <https://hacktoberfest.digitalocean.com/>.
There are two ways <https://hacktoberfest.digitalocean.com/hacktoberfest-update> to do this: add a tag to the PR or a topic to the project.

Is either something the project is interested in doing?

Rather than polluting our already busy tags menu, the topic seems the easier path to me.
