3.0 beta 1 milestone

Sorry, I realise I repeated what you said...

Regarding things not going into 3.0.0, one way is not to assign a
milestone to them.  If we decide to do it that way, it probably means
that we should set the 3.0.0 milestone on everything that we consider
a bug fix rather than a new feature.
