After reading #16088, I have no idea what this vote means, so I
will vote -1.

Please stop referring to a github issue or pull request as vote
text and actually describe what we're voting on.

Since this describes a regression against 1.1.1, and fixing it, I
don't actually see a need to vote on this. Not fixing it would
require a vote.
