Overview
--------

This proposal adds a new policy to replace the existing public voting
procedure. The private voting procedure is kept as is.

The reason
----------

The reason for the proposal is to modernize the procedure to avoid
the requirement to use the e-mail for casting the votes and to avoid
piling up the recorded votes in a single votes.txt file.
