Thanks for the report, but the patch is not right.  These certificates are not installed
(and not supposed to be installed), and testing is not supposed to happen during "make
install".

The solution is to either suppress the warnings when the configuration file is missing,
or to explicitly specify a non-default .cnf file from the build tree.
