Many thanks!  I'll chase down the vendor.  The device in question is a Canon imagerunner MFP in case anyone was wondering.

Yes. I copied your record below and pushed it through OpenSSL to recreate the error. It is indeed failing on the parsing of the supported point formats extension for precisely the reason you have specified.
OpenSSL automatically rejects a zero length point formats extension.
