[openssl-users] shouldn't fipslink.pl include the fipscanister.lib in the link line?

Are you compiling with VC++ that's the only compiler which is a supported for
FIPS and Windows.

If you are then you need the next step which is:

ms\do_nasm

to get ms\nt.mak
