[openssl-users] Manpages still say "pre-release"

Pretty sure this could be cleaned up :

     https://www.openssl.org/docs/manpages.html


Then again the tar balls create all the manpages locally but the install
process wants some perl pod2html thing laying about and some systems
don't have that.
