Android is just a Linux kernel. It always had /dev/urandom. Oreo
(8.0) requires at least Linux kernel 4.4. There were no
requirements for the kernel version before this. Some devices with
Marshmallow (6.0) will run a Linux kernel with 3.18, but not all
of them.
