OpenSSL dynamic engine loading shows error

As  I suspected, you have the remnants of main openssl config just after
your only directive in the [rsa_section]

I'd suggest you moving the following lines

[openssl_def]
engines = engine_section

[engine_section]
rsa-engine-new = rsa_section

[rsa_section]
engine_id = rsa-engine-new
==========
to the end of your openssl.cnf
