Openssl upgrade to 1.1.1o on Red Linux 5.11

It is not building at all, This system (linux-x86_64) is not supported.

Generally, that's a bad idea.  All the other packages are tested against a particular version and you never know what will break.

If it's just for testing, I build openssl in a local directory and link my program to it.
