80-test_pkcs12.t ...... skipped: Non-Greek system locale

Ever since 3.0, I have been puzzled by this message when running the tests (nmake test) on a WIN64A build of OpenSSL.
I wonder what was intended by this "Non-Greek" system locale message.

80-test_pkcs12.t ................... skipped: Non-Greek system locale

The system locale on the computer where I'm compiling and running the tests is indeed not US-ASCII or the like, but something like "Western" ANSI, no matter how it is effectively named / known.  It just is the relation to Greek system locale... which I don't get.
