[openssl-announce] FIPS 140 for OpenSSL 1.1

The new FIPS 140 module effort announced last year with SafeLogic is
finally getting under way thanks to Oracle:

Note this isn't enough to see us all the way through to a finished
product, but it's a good start. Some comments on our expectations for
