[openssl-dev] [openssl.org #3772] Bug: Only ActivePerl could be used to build on Windows

For what it's worth: I've been building OpenSSL releases on Windows for 
many years without problems, and I've only ever used Strawberry Perl. I 
don't think the problem applies to official release tarballs.
