[openssl-project] An "inactive" bot for issues

Some projects have a bot that closes issues that have had no activity for some period of time.  Should we do the same?

I am thing of something like this.  Every month we scan all open issues.  For any that have had no activity for a year, we post the list to openssl-project. For those that have had no activity for 13 months we close them.

What do people think?
