It seems unclear to me that you can close the vote at this time.
The result is not clear, the 4 people who didn't vote can vote -1
in which case it doesn't pass.

The vote period is between 7 and 14 days, but no close date was
specified as required by the bylaws. I think we normally use
14 days.

Anyway, voting -1.
