Oops - my apologies. A maths error adding up the required votes to check 
if it had passed.

I was about to reopen it - but we've had one other vote since then as 
well. So, it really is closed now, and it still passes:

accepted:  yes  (for: 6, against: 2, abstained: 1, not voted: 2)
