(Late) monthly report, March 2022

Apart from normal business, such as normal reviews, OMC business, OTC
business, attending daily stand up meetings, attending OMC and OTC
meetings, normal system administration tasks, small fixes, etc., key
activities this month:

* Development:
  - VMS: move copy_argc to its own module and make it an aux source [backport #8381 to 1.1.1]
  - Rework dependencies between config files and build files
  - Make ossltest engine use in test/recipes/20-test_dgst.t platform agnostic
  - Make sure test/recipes/30-test_evp_extra.t has set up OPENSSL_ENGINES
  - Fix OPENSSL_ENGINES in Configurations/descrip.mms.tmpl
  - util/markdownlint.rb: Allow fenced code blocks
* Web:
  - Treat the sitemap target separately
  - Display the new policies on the site instead of linking to github
  - separate docs building
* Policies:
** General:
  - REVIEWED: Add additional glossary terms
  - DISCUSSED: Extend the primary platforms support
** Technical:
  - DISCUSSED: Documentation requirements
  - DISCUSSED: Move technical policies from the website to the repository
  - REVIEWED: Add links to glossary
* Infrastructure tools:
  - Modify QueryApp internals, by renaming the role OMC to Data
  - clacheck/clacheck.py: more python 3 adaptation
  - clacheck: Ensure to read each patch line as a string
  - Fix status.openssl.org for proper use of moved data
  - Email the OMC, OTC and Committers groups when there's a status change
  - Email the OMC, OTC and Committers re inactivity at end of last quarter
* Sysadmin:
** Automation:
  - Fix generate-review-check-tables
  - The "Initial web production" trigger build should depend on l_data, not l_omc
  - Build the site map last in the 'web' builder, using the 'sitemap' target
  - Separate doc building from simple web building (adds a 'doc' builder)
  - drop doc building in web builder
  - Keep the web cleaner
  - Add checkouts of {general,technical}-policies for the web builder
** CI:
  - Add the configuration for ci-test, currently standalone
** Machinery:
  - Set up management network

  - log: Create a Windows 10 on x86_64 guest on work.openssl.org

  - iptables: Allow guests on the management network to reach each other
  - apache: Reconfigure www.openssl.org/docs as alias to /var/www/docs
  - apache: enable SSI on .html files in /var/www/docs
  - bind: add a management network view
