[openssl-users] Minumum Key Size Supported by HMAC in FIPS Mode

Hi All,
     I have a question about minimum key size supported by HMAC in FIPS mode. Currently, I am able to run HMAC with 8 bit key in FIPS mode. Shouldn’t FIPS mode only allow keys greater then 14 bytes ?
